Petrovietnam has laid the first stone at the O Mon IV thermal power plant. This is a significant step toward changing the energy trajectory of Vietnam’s Mekong Delta to a more sustainable puzzle-piece. This new facility comes in with a whopper of a capacity at 1.15 gigawatts (GW). It is an essential component supporting the Block B–O Mon Gas-to-Power value chain. This project is the first in the downstream end of that chain. In fact, it is poised to provide essential energy resources to the rest of the region.
Strategically located in the Malay-Tho Chu basin, the new O Mon IV power plant. This region is home to Vietnam’s second-largest upstream gas development, the Ca Voi Xanh (Blue Whale) project. Building this facility is in step with Petrovietnam’s overall strategy to increase domestic energy production and provide more energy security within the country. While the project goes a long way in stimulating the local economy, its positive impacts on our national energy security will be even greater.
Project Significance and Timeline
The O Mon IV thermal power plant is critical for the entire energy chain, particularly as upstream gas development has progressed ahead of schedule by two years. If everything proceeds on schedule, commercial operations should begin in December 2028, around the same time as first gas from Block B flowing in is expected to start. This timing makes sure that the facility will fit well into—and lead—a long-term change in the pattern of Vietnam’s energy supply.
Once finished Petrovietnam will operate more than 9.3 GW of electricity generation capacity. That’s the equivalent of about 10 percent of the total capacity powering the national grid. This historic increase highlights Petrovietnam’s determination to bring new energy infrastructure to Vietnam and provide reliable power to its people.
Engineering and Construction Efforts
The new consortium includes South Korea’s Doosan Enerbility, as well as Vietnam’s Power Engineering Consulting Joint Stock Company 2 (PECC2). They have been awarded preferred engineering, procurement and construction (EPC) contractor status for the project. Their joint creation is poised to increase remarkable efficiency and innovation in the construction process.
Petrovietnam has taken the lead on implementing and advancing a number of important initiatives. In addition to the O Mon IV project, they are expanding the Tri An hydropower plant and building a 500 kilovolt transmission line from Quang Trach to Pho Noi. These projects reflect Petrovietnam’s ongoing commitment to diversifying its energy sources and enhancing the national grid’s capacity.
Future Developments and Renewable Energy Initiatives
Alongside this strategic vision, Petrovietnam has been seeking opportunities for renewable energy adoption in Vietnam. On January 15, 2025, PECC2, Saigon Jim Brother’s Corporation, and Solarvest (Vietnam) jointly signed an MoU. Their mission is to speed up the adoption of renewable energy in Vietnam’s energy sector. This program celebrates the pioneering work still being done to advance more sustainable energy solutions that meet a rapidly increasing demand for energy.
August 21, 2025, should turn out to be a groundbreaking day for the O Mon IV project. It will show how far we have come in its development. With a total investment of $11 billion, this initiative is a clear demonstration of Petrovietnam’s commitment to addressing Vietnam’s future energy demands.
