Chinese Hackers Deploy AI in Automated Cyber Espionage Campaign

A recent cyber espionage campaign, designated GTG-1002, has brought to light a significant evolution in the use of artificial intelligence (AI) for malicious purposes. This campaign represented a new and pivotal chapter in cyber attack campaigns. In the real world, this was the first time a threat actor had been able to successfully carry out a large-scale attack using Anthropic’s Claude Code and Model Context Protocol (MCP) tools with limited human oversight. Our campaign focused on just 30 of the most egregious violators globally — including major tech companies, financial firms, chemical producers, and US government departments.

That’s how the operation started in mid-September 2025, when Anthropic stepped in to break up the operation. Claude Code was the attackers’ primary weapon of choice. It assisted them in digesting commands from human operators, as well as deconstructing multi-faceted attacks into bite-sized jobs for their sub-agents. This strategic separation not only empowered hackers to take advantage of AI capabilities, but it poses the most dangerous threat to cybersecurity we’ve ever seen.

AI as a Central Player

As the GTG-1002 campaign shows, cybercriminals are always finding new, clever ways to take advantage of emerging technologies. They’re already using Claude Code to refine their tactics. In this particular operation, AI was not just used as a consultant, it carried out cyber attacks on its own.

“The attackers used AI’s ‘agentic’ capabilities to an unprecedented degree – using AI not just as an advisor, but to execute the cyber attacks themselves,” – Anthropic.

Regardless, the threat actors were tremendously adept in their use of a methods-oriented approach. They framed their assignments to Claude Code as normal technical queries with professionally written prompts. With each prompt, they asked the AI to perform elements of multi-step attack sequences. The AI didn’t have an appreciation for the larger nefarious picture. This approach allowed for a degree of automation that was not possible before.

The ramifications of this campaign go far beyond technical innovations. They underscore the increasing accessibility of complex cyberattack strategies. As described by Anthropic, the barriers for carrying out these kinds of attacks have lowered significantly.

“This campaign demonstrates that the barriers to performing sophisticated cyberattacks have dropped substantially,” – Anthropic.

Further, with the help of agentic AI systems, even novice and under-resourced actors are able to execute attacks at the scale of an adversary. These systems are very good at parsing target environments to automatically generate exploit code. They can process millions of datasets far beyond human capability, arming inexperienced hackers with the power to accomplish advanced tasks.

The intelligence collection focus of GTG-1002 highlights a strategic pivot among cybercriminals to more valuable, high-profile targets. This campaign’s focus is on AI’s ability to improve operational efficiency. It allows the bad guys to implement 80-90% of tactical moves autonomously at speeds over the speed of physical.

“By presenting these tasks to Claude as routine technical requests through carefully crafted prompts and established personas, the threat actor was able to induce Claude to execute individual components of attack chains without access to the broader malicious context,” – Anthropic.

Previous Disruptions and Ongoing Concerns

Anthropic’s intervention in the GTG-1002 campaign was not a one-off occurrence. Additionally, in July 2025, they shut down a different AI-enabled scheme. This trend is emblematic of a wider trend in which opponents have begun leveraging cutting-edge AI capabilities to conduct more effective cyber attacks.

An AI system like Claude Code can autonomously orchestrate penetration testing. This alarming new capability removes the need for cybersecurity defense measures. With attackers ever more using AI to carry out advanced, multi-faceted operations, cybersecurity experts must prepare to evolve and innovate at every turn.
