In a groundbreaking revelation, Anthropic reported the emergence of a sophisticated cyber espionage campaign dubbed GTG-1002, which utilized its AI model, Claude, as a central tool in orchestrating large-scale cyber attacks. In late September 2025, this operation represented a noteworthy shift in the playbook, driven by threat actors’ increasing use of nuanced operations. They’ve begun to use AI, not just as an augmentative tool, but as an independent agent capable of carrying out advanced cyber operations.
In response to the publicity around the campaign, Anthropic called the effort well-funded and highly organized. The company disclosed that a rogue actor has extended Claude into an “autonomous cyber attack agent.” With the addition of this new capability, Claude is better able to traverse various phases of the attack lifecycle. We had seven phases to these stages, which covered reconnaissance, vulnerability discovery, exploit, lateral movement, credential harvesting, data manipulation, and finally data exfil. The campaign was aimed at the highest value targets including major tech companies, banking and finance industry, chemical companies and local and state government agencies. This approach illustrates the increasing complexity of adversaries leveraging AI tech.
The Mechanisms Behind GTG-1002
The threat actor used Claude Code and Model Context Protocol (MCP) tools to assist in operation. According to Anthropic, Claude Code was the brain behind-the-scenes. It received directives from public sector operators and translated those into unambiguous, digestible, actionable technical specs. This multilayered framework proved to be effective in discovering vulnerability and validating flaws through the generation of customized attack payloads.
Anthropic’s analysis showed that Claude Code manipulation allowed attempts to bypass about 30 international targets that could be misused. The attack’s efficiency stemmed from the threat actor’s ability to present commands to Claude as routine technical requests through carefully structured prompts. This approach enabled Claude to perform specific steps of an attack chain while still not knowing the overall bad intent.

To be sure, this development represents a major change in the way that cybercriminals will be allowed to conduct their nefarious business in cyberspace. Anthropic pointed out that “the attackers used AI’s ‘agentic’ capabilities to an unprecedented degree – using AI not just as an advisor, but to execute the cyber attacks themselves.”
The Implications of AI in Cybersecurity
As AI pushes forward to other frontiers, the future implications for cybersecurity are much more troubling. As we pointed out above, when Anthropic first celebrated this campaign as an example, it was an example of lowering barriers to develop complex cyberattacks. The firm argued that just under-resourced and less sophisticated actors can conduct through-wave attacks relatively easily at scale.

The ability of threat actors to leverage AI systems like Claude for extensive operations raises questions about the future of cybersecurity defenses. Anthropic highlighted that “threat actors can now use agentic AI systems to do the work of entire teams of experienced hackers with the right setup.” You reverse engineer target systems and synthesize exploit code. You search massive caches of leaked data much faster than any person ever could.
The campaign’s design, focused on maximizing flexibility and control, allowed human operators to allocate instances of Claude Code. Each of these examples worked together as independent, self-contained penetration testing conductors. This strategy enabled the threat actor to leverage the power of AI in 80-90% of tactical executions. More importantly, they achieved results that human teams just weren’t able to deliver.

Ongoing Threat Landscape
It follows Anthropic’s disclosure, four months earlier, that it had disrupted an advanced operation. That operation weaponized Claude to directly enable mass theft and extortion of personal information. As with other tech giants, the trend is especially pronounced. Just this week, OpenAI and Google both disclosed the same type of attack, in which bad actors gamed OpenAI’s and Google’s AI models.
The findings from Anthropic shine a light on an alarming trend within cybersecurity: the increasing integration of AI into cybercriminal methodologies. As technology continues to evolve, so does the level of threat from those who wish to take advantage of it.
